Restricted:
This class is
for vehicles that are restricted, or limited, to a 15-mile radius.
These plates are also commonly called "mule tags" because the vehicles
are restricted to the distance a mule can walk in one day.
The plate number format is,
from left to right, the
Alabama county codes prefix, the
"XL" plate code (sometimes stacked?), then the plate number.
