PASSENGER
1980 maroon (cactus) base: Begun in 1980 ("81" expiration stickers), this design features an embossed saguaro cactus in the center of the plate. Non-passenger issues did not have the cactus.
Beginning with the "89" stickers, Arizona issued two different stickers depending on whether the resident lived in a county that had emission controls or non-emission controls. In 1999 and 2000, the year part of the sticker ("99" and "00") were in reverse colors. In addition, for non-emission counties, the reverse color part of the sticker was the "Z" in "AZ" and the first number of the year. The colors are as follows:
1997 Desert scene graphic: This new design, the first graphic for the state, features a desert scene with a saguaro cactus at the left of the design. Non-passenger plates did not have the cactus in the design. When the numbers reached "999-ZZZ" in 2008, the state went to a flat design and a seven-character plate number format "AAA0000". permanent (dark green/reflective multicolored) natural exc $6.00 "417-RAW" (10650)
