EXEMPT

Exempt plates are for government vehicles, whether state or local, that (obviously) do not pay vehicle taxes.  The state uses standard plates with "EXEMPT" year stickers.

Commercial - This class is for commercial (business) vehicles.  The class has used both a "C" prefix and a stacked "C/L" to indicate the commercial class.
