1997 large peach "...on my mind" passenger  base: This design began in 1997 with a 1998 expiration, the "98" being screened into the bottom right stickerwell (the "98" was frequently covered by a blank sticker).  This design was used for state, county, city, and authority (according to Steve Kastin [ALPCA #5425], it refers to quasi-independent government agencies called Authorities, such as the Georgia Regional Transportation Authority) governments, with the appropriate sticker in the stickerwell to the left of the vertical "GOVT".  The county of issue appears at the bottom of the plate in the form of a sticker.

2004 "www.GEORGIA.gov" BASE:  This design began in 2004.  Unlike the passenger plate of the same design, the plate did not have stickerwells and, therefore, no "05" being screened into a bottom right stickerwell.  At the bottom left, however, was an entirely screened white "GOVT" inside a solid black rectangle.  This design was used for state, county, city, and auth (I have no idea what "auth" means) governments, with the appropriate sticker in the stickerwell at the left of the plate.  The plate number had a "GV00000" plate number format and the county of issue appears at the bottom of the plate in the form of a sticker.
