"79" black base:  In 1979, a new multi-year white/black base was introduced which had an unpainted lightly embossed "79" below the stickerwell in the center of the plate.  The sticker also has "TRAILER" at the bottom.  It would seem that this multiyear base was only used from 1979 through 1981 since the state went back to yearly date trailer plates in 1982, but I'm not complete sure of this.
