The plate number format is the county number, either a dot or "D" for dealer separater, the dealer number in that county, and the number plate (beginning with "1") for that dealer.  In years when the top portion of the plate was blank, the plate came either with or without a "DEALER" sticker at the top.  With the sticker meant that the vehicle was covered by the dealership's insurance.  Without the sticker meant that the vehicle was not covered by insurance.
