1999 full graphic base:  This fully graphic design began in 1999 ("2000" expiration stickers).  In the center of the design is the "Old Man in the Mountain", a natural granite rock formation on the side of the mountain, which looks like the profile of an old man.  This formation collapsed in 2003.  There are three plate number formats: "00000", "000 000" and "000 0000".
