This design has a large blue graphic map of South Carolina with the state seal filling most of the map.

This design began with 1986 expiration, the "86" being screened into the lower right stickerwell.

1998 "Smiling Faces. Beautiful Places." base:  This base begin in January 1998 with a screened "99" in the bottom right stickerwell.  Subsequent years were renewed with stickers.  The plate number format was flipped from the previous base, using a "000 AAA" format.  A mountain silhouette appeared at the top and the palmetto tree in the center of the plate.
