Wholesaler:  The prefix coding is a "W" for wholesaler and "X" for dealer.  To the best of my knowledge, this class began in 1984.  Through 1988, plates were issued yearly with the date embossed on the plate.  In 1989, the plate continued to be designed with a border, but was issued with a "89" sticker in the bottom right stickerwell instead of the date being embossed on the plate.  Beginning in 1990, the border was removed and (again to the best of my knowledge) renewal stickers issued yearly until 1993.
