The plate number format has varied over the life of this series, sometimes with the county code at the left followed by the "H0" of "HA" weight code (sometimes stacked) and the plate number, sometimes without the county code. 

The vehicle weight codes for the 1982 green/white base are as follows:

"HA" - "HL" = up to 9,000 lbs.
"HM" - "HO" = 9,001 to 16,000 lbs.
"HP" - "HQ" = 16,001 to 20,000 lbs.
"HR" & "HZ" = 20,000 to 26,000 lbs.
"HS" = 26,001 to 32,000 lbs.
"HT" = 32,001 to 38,000 lbs.
"HU" = 38,001 to 44,000 lbs.
"HV" = 44,001 to 56,000 lbs.
"HW" = 56,001 to 66,000 lbs.
"HX" = 66,001 to 74,000 lbs.
"HY" = 74,001 to 80,000 lbs.

1994 "bicenTENNial" base:  This design began in 1994 (screened "95" expiration in stickerwell) and celebrates the 200th anniversary of statehood in 1996.  At the bottom is the maximum weight of the vehicle (empty) and the lower stickerwells are for county and local tax stickers, if any.

The vehicle weight codes for the 1994 "bicenTENNial" base are as follows (any help clarifying the weight code numbers after "H/1" would be appreciated):

"H/1" = up to 9,000 lbs.
"H/2" = 9,001 to 16,000 lbs.
"H/3" = 16,001 to 20,000 lbs.
"H/4" = 20,000 to 26,000 lbs.
"H/5" = 26,001 to 32,000 lbs.
"H/6" = 32,001 to 38,000 lbs.
"H/7" = 38,001 to 44,000 lbs.
"H/8" = 44,001 to 56,000 lbs.
"H/9" = 56,001 to 66,000 lbs.
"H/10" = 66,001 to 74,000 lbs.
"H?" = 74,001 to 80,000 lbs.
